Tropical Storm Irwin Fizzles Over Open Pacific, No Coastal Threat in 2023
Tropical Storm Irwin formed in the eastern Pacific on 26 August 2023 and remained a short-lived cyclone over open ocean waters. The system strengthened into a tropical storm while moving westward across the central eastern Pacific, far from Mexico and the coastal regions of the Americas. From Tropical Wave to Storm: Irwin Takes Shape Far Offshore
Tropical Storm Irwin developed from a tropical wave first identified over Central America on 16 August 2023. The disturbance moved westward within the Intertropical Convergence Zone before becoming connected with a broader monsoon trough over the eastern Pacific. The system remained broad and disorganized during its early stages, requiring several days for a defined circulation center to form.
By 23 August, the disturbance had reached near 100°W longitude and began consolidating over tropical waters. The system became a tropical depression at 1800 UTC on 26 August near 15.5°N, 117.9°W. At formation, the cyclone had estimated winds of 30 kt and a central pressure near 1001.
Irwin developed well offshore and maintained a track that kept it distant from Mexico, the United States, the Caribbean, and major maritime zones near the Americas. No coastal watches or warnings were issued because the cyclone remained over open Pacific waters throughout its lifetime.
Forecasting the system required close monitoring as organization increased during the final stages before formation. Early long-range guidance showed limited confidence in development, while shorter-range forecasts improved as satellite imagery and scatterometer observations revealed a clearer circulation pattern. The storm’s development was confirmed once convection became more concentrated near the center and the circulation reached tropical depression strength.

At Peak, Irwin Mustered 40 kt Winds Over Empty Pacific
Irwin became a tropical storm on 27 August as its circulation strengthened over warm eastern Pacific waters. The cyclone maintained tropical storm intensity for roughly two days while traveling westward, but its organization remained modest, with no persistent inner-core structure.
During its strongest period, Irwin stayed southwest of the Baja California Peninsula and remained far from populated coastlines. The cyclone posed no threat to communities in Mexico, the United States Gulf Coast, or Caribbean areas because its track remained entirely over the Pacific Ocean.
The storm reached peak intensity around 0000 UTC on 29 August near 19.1°N, 125.0°W. Maximum sustained winds were estimated at 40 kt, equivalent to 46 mph or 74 km/h, with a minimum central pressure of 998. Satellite-derived wind measurements supported the peak intensity estimate, showing winds in the 35–40 kt range.
Irwin’s strongest phase was brief. Unlike major eastern Pacific hurricanes that develop a compact eye and deep convective core, Irwin maintained a less organized circulation. Thunderstorm activity near the center fluctuated, and the cyclone lacked the sustained structural features associated with stronger tropical systems.
The storm continued moving westward after reaching its maximum strength. Environmental conditions gradually became unfavorable as cooler ocean temperatures and weaker atmospheric support reduced the energy available for maintaining deep convection. Wind speeds began to decline late on 29 August, marking the beginning of Irwin’s weakening phase.
Irwin’s Remnants Fade West of Baja, Never Approaching Land
After peak intensity, Irwin weakened steadily while crossing the central Pacific. The storm lost tropical storm status on 30 August when maximum sustained winds dropped below 34 kt. Its circulation persisted as a weak tropical depression for several additional days, but convection near the center became increasingly fragmented.
On 30 August, Irwin was located west of the Baja California region over open waters, with winds reduced to 30 kt and a central pressure near 1005. The cyclone continued drifting westward through the following days, maintaining a weak circulation while moving away from the eastern Pacific basin.
By 3 September, Irwin had weakened to a tropical depression near 16.2°N, 141.4°W. The system had estimated winds of 20 kt and a central pressure near 1006 before dissipating as a tropical cyclone.
Irwin’s offshore track and modest intensity kept it far from any populated coastlines. There were no reports of storm surge, flooding, evacuations, casualties, or property damage linked to the cyclone. Maritime areas under its path experienced only limited effects associated with a small and weakening tropical system.
