Tropical Cyclone Fabien developed from a tropical disturbance over the southwestern Indian Ocean on May 11, 2023. The system formed near 3.0°S, 90.1°E, in a remote section of the basin far from populated coastlines. Initial organization was gradual, with the circulation remaining weak before environmental conditions allowed convection to consolidate around the developing center.
By May 12, Fabien had reached tropical depression status while positioned near 2.5°S, 86.7°E. The system recorded winds of approximately 42 km/h with a central pressure near 1007 hPa. Moving generally westward across the open ocean, the cyclone slowly gained structure and intensity.
On May 14, Fabien strengthened into a tropical storm near 4.4°S, 83.1°E, with winds increasing to around 64 km/h and a pressure near 1000 hPa. The system remained within the monitoring area of the southwestern Indian Ocean basin, where Météo-France, through its Regional Specialized Meteorological Centre (RSMC) La Réunion, provides official tropical cyclone analysis and warnings for the region.

Its intensity and unusually late timing placed Fabien among the strongest late-season tropical cyclones observed in the southwestern Indian Ocean during the satellite era.

The cyclone’s remote path reduced the risk of widespread damage to populated areas. The main concerns associated with Fabien involved maritime conditions, including elevated waves, strong winds, and hazardous seas affecting vessels operating in the surrounding ocean region.
The southwestern Indian Ocean contains several island territories and remote locations monitored by regional forecasting agencies. The cyclone weakened further on May 21, becoming a tropical depression near 11.2°S, 68.9°E. Wind speeds decreased to approximately 51 km/h as the circulation became less organized.
Fabien maintained a weak circulation while moving toward higher southern latitudes. On May 25, the system briefly reached tropical storm strength again near 21.7°S, 68.6°E, with winds around 64 km/h and a central pressure near 1009 hPa.
The cyclone completed its lifecycle on May 26 when it transitioned into an extratropical system near 26.1°S, 71.4°E. At that stage, Fabien had winds of approximately 55 km/h and a central pressure of 1012 hPa.
