Formation and Meteorological History
Typhoon Haishen originated as a tropical disturbance east of the Philippines in early July 2026. On July 13, it intensified into a tropical storm, with maximum sustained winds of 65 km/h and gusts up to 80 km/h, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). The storm moved northwestward at 20 km/h, entering the Philippine Area of Responsibility (PAR) on July 14, where it was locally named Josie. However, unfavorable environmental conditions led to steady weakening, and Haishen was forecast to degenerate into a tropical depression by July 15.
Despite initial expectations of a weak system, Haishen underwent rapid intensification as it approached Japan and Korea, fueled by warm sea surface temperatures. The Japan Meteorological Agency (JMA) reported that the typhoon reached peak intensity with sustained winds of 150 km/h, equivalent to a Category 2 hurricane. Haishen then curved north-northwestward, making landfall in southern Japan on July 16 before moving over the Korean Peninsula.
Impact and Damages
Japan: Haishen brought torrential rainfall, triggering widespread landslides and flooding across Kyushu and western Honshu. Rainfall totals of 100–150 mm (4–6 inches) were recorded in many areas, with isolated amounts exceeding 200 mm. The typhoon caused at least 45 fatalities and injured over 200 people. Infrastructure damage was severe, with thousands of homes flooded and power outages affecting 1.2 million households. Agricultural losses were estimated at $1.5 billion.
South Korea: The typhoon slammed into the southern coast, bringing destructive winds and heavy rain. Storm surges inundated coastal communities, particularly in Busan and Jeju Island. At least 30 deaths were reported, and damage to buildings, roads, and ports exceeded $2 billion. The government declared a state of emergency in affected provinces.
Philippines: Although Haishen did not make landfall, it enhanced the southwest monsoon, causing heavy rains and flooding in Luzon and Visayas. Several landslides were reported, and at least 10 people died. Agricultural damage was estimated at $500 million.
Taiwan: The typhoon passed north of Taiwan, but its outer bands brought heavy rainfall and strong winds. Landslides occurred in mountainous areas, and flooding affected low-lying regions. Total damage was around $800 million, with 15 fatalities.
China: Haishen weakened before reaching China, but it still brought gusty winds and rain to Fujian and Zhejiang provinces. Minor flooding and power outages were reported, with economic losses of $300 million.
Overall: The storm caused over 100 fatalities and total economic damages of approximately $8.71 billion (2020 USD), making it one of the costliest typhoons of 2026.
Government Response and Relief Efforts
Japan: The Japan Self-Defense Forces were deployed for search and rescue operations. The government set up evacuation centers and distributed emergency supplies. Prime Minister announced a special disaster relief fund of $500 million.
South Korea: The government mobilized the military and police for rescue efforts. Emergency declarations were made for Busan and other affected areas. Financial aid of $300 million was allocated for recovery.
Philippines: PAGASA issued regular bulletins, and the National Disaster Risk Reduction and Management Council (NDRRMC) pre-positioned relief goods. Local governments conducted preemptive evacuations.
